One of the provisions in the statement signed by the leaders of Armenia, Russia and Azerbaijan to stop the war in Karabakh states that, “Internally displaced persons and refugees shall return to Nagorno-Karabakh and adjacent areas under the control of the Office of the UN High Commissioner for Refugees.”

However, the UN Office in Armenia told Hetq that it has not yet received instructions on the matter.

"The UN Office in Armenia nor the Office for Refugees have not been contacted about this issue yet. In that sense, we are not involved in these processes yet, but are now seeking clarification," said Arminé Halajyan, Head of the Public Information Department of the UN Office in Armenia.
