Non-Ruling Parties See Split Among Parliamentary Majority

There appears to be a split among the ruling authorities, and the opposition has to use this to its advantage, head of the Armenian National Congress faction Levon Zurabyan told Hetq, following a meeting with the three other minority factions (Heritage Party, Armenian Revolutionary Federation, and Prosperous Armenia Party) earlier today.

Representatives of the four parties convened in parliament today to discuss possible ways to "abort and fail" the ruling authorities' program, said Zurabyan.

Recall, the minority factions, realizing that the parliamentary majority (the ruling Republican Party of Armenia) failed to assemble the required 66 MPs needed for quorum at a special session of parliament today, walked out of the chamber along with the five deputies of the Rule of Law faction.

"We have to try to use our maximum leverage — with campaigns, by not voting, by undermining registration. We have to use whatever possible because that which the Republican Party of Armenia is doing is brutal, unlawful, and against the public. We have to resist with all [our] active leverage.

"If we compare [this] with the situation one year ago, can we say that the ruling authorities are far less successful now, while the opposition has more success? A year ago, it wouldn't have crossed anyone's mind that we can sabotage this practice of the authorities. Now at least in fragments it's working out; our leverage is gradually increasing, while they are on the threshold of losing the majority.

"This is the result of two years of joint work, which will continue because there is an atmosphere of fear among the [parliamentary] majority — there are some elements of a split. We have to strengthen this and bring [it] to a point at which the authorities will be forced to reckon with the opposition," he said.
