I've lived in 4 different counties in my life time so far including Armenia. I think if you want to have a fair socity you must increase the salaries of teachers, police and the medics so much (3 to 5 times) that they not need to take bribe for survival at the same time not to hesitate to sack or jail them if they are not comply. PS i do not belong to any of mentionrd proffesions.
