Armenia's Ambassador to Georgia: $175,000 and 95,000 Euros in Unexplained "Contributions"

Hovhannes Manoukyan, Armenia’s Ambassador to Georgia, definitely makes the richest diplomat list.

His 2011 official financial disclosure reveals revenues of $22,574 (salary), 26.136 million AMD (rental income), and “contributions” of $175,000 and 95,000 Euros.

Ambassador Manoukyan’s bank deposits increased considerably over the course of 2011. He started off with $220,000 which grew to $395,000; 100,000 Euros to 192,000 Euros; and from zero to19 million Russian Roubles (this from the sale of an apartment).

While his wife Armineh Manoukyan declared no revenues for 2011, she did have $140,000 in the bank, up from $40,000, by year’s end.

Ambassador Manoukyan told Hetq that most of the declared money was from the sale of an expensive apartment. He balked when we asked where the apartment was. “Let’s just be satisfied with what was published. Even though this deals with a public figure, it really isn’t fun when a public analysis of your personal property is made,” was his response.

The ambassador also refused any comment about the substantial “gifts” he received.
