MP Bakhshyan: Children's Rights in Armenia Periodically Violated

Filaret Berikyan, Deputy Minister of Labor and Social Affairs, stated at a press conference today that when it comes to the protection of children's rights Armenia is doing quite well in comparison to other post-Soviet nations and Eastern Europe as a whole.

This viewpoint was challenged by Heritage Party MP Anahit Bakhshyan, the other conference speaker. She argued that children's rights were periodically violated in Armenia

She presented 2010 figures regarding the inclusion of children with disabilities in Armenian special needs schools obtained from the Ministry of Labor and Social Affairs and the Ministry of Heath.

MP Bakhshinyan pointed to a number of irregularities in the figures.

For example, according to the list provided by the Ministry of Labor and Social Affairs there are 8,931 children with disabilities registered in Armenia. The Ministry's official website says there are 8,045.

She added that 1,836 children with a variety of learning disabilities are enrolled in the country's 18 special needs schools. This deviates from the 1,036 figure given to her by the Ministry of Labor and Social Affairs and the 285 figure in the Ministry of Health list.

When asked about the discrepancies, Deputy Minister Berikyan said that the numbers are constantly changing. Berikyan added that there are various levels of learning disability and that not all children registered as such are enrolled in special needs schools.
