Police Official - Carrying a Weapon Means Assuming Personal Responsibility

27_10-H-PogosyanOn October 5, MP Karo Karapetyan opened fire on Dvin resident Artur Zadoyan, who when to the proper authorities demanding that the preliminary investigative body recognize him as an aggrieved party in the case and that the parliamentary perpetrator be punished for his actions. Today, at a press conference, Hunan Poghosyan, Chief of the Police Department’s Organized Crime Division, commented on the matter and stated that a criminal case had been launched based on the laws regarding "inflicting serious bodily damage" and "illegal guns and ammunition possession". Mr. Poghosyan stated that were conflicting testimonies in the case and that he couldn’t go into further details. Reporters at the press conference pointed out that the many of the crimes in the headlines during the past few years involve high-ranking government officials who have shot citizens with guns registered in their name. Most of the time, these officials get off scot-free and their weapons are usually returned to them Reporters asked if the threat didn’t exist that these same officials would use their weapons again, giving the examples of Stepanavan Mayor Sargis Gharakeshishyan and Gyumri Mayor Vardan Ghukasyan. Mr. Poghosyan explained that normal procedure required that weapons seized in criminal cases were sent for lab tests and later kept as physical evidence. If such weapons were later returned to their owners, something he didn’t rule out, he claimed that such a decision was up to the courts and examining bodies. Regarding the concern that returned weapons could be wrongfully used again, Mr. Poghosyan argued that each and every individual that carries a weapon, whether a member of law-enforcement or a regular citizen, must be fully aware of the personal responsibility they assume by doing so.
