President Sargsyan - It is time for the Turks to show some goodwill

RoA President Serzh Sargsyan spoke to young people from the "Miasin" (United) Movement on the shores of Sevan. Questions were raised regarding Artsakh and Armenian-Turkish relations. Mr. President, how would you describe the current stage of the Karabakh conflict settlement, especially in light of the last meeting of the presidents of Armenian and Azerbaijan in St. Petersburg and the statement issued by the Minsk Group co-chair nations in Alma-Ata? So, the issue of Karabakh even is raised on the shores of Sevan. I mean to say it’s a good thing that you are interested in the issue even in this resort zone. As you know, the Karabakh conflict is being settled within the rubric of the OSCE Minsk Group, co-chaired by Russia, the U.S. and France. The Group proposed that principles adopted in Madrid in 2007 be presented to the sides. The two sides agreed that, yes, the document is a basis for a settlement. For the past three years, negotiations have proceeded accordingly. As a result of the negotiations, and at the behest of the Russian president, the latest proposals were presented at the meeting in St. Petersburg. Now, it is up to Azerbaijan to state whether it accepts those proposals as a basis or not. Today, there is one problem, whether or not Azerbaijan accepts the latest proposals of the Minsk Group co-chairs or not. When Azerbaijan says it does accept them, we will continue the talks. If it says it does not, then we will probably have to look for other avenues. There are three principles involved. They are the conditions of the final Helsinki Accord – territorial integrity, right of self-determination and the ruling out of the use of force. Given that Azerbaijan essentially focuses on territorial integrity, the Minsk Group co-chair nations, in the Alma-Ata declaration clearly stated that no one condition can take precedence over the others. They also adamantly spoke against the issuance of conspiratorial declarations. If I were to answer your question in one sentence, it would be, yes, the negotiations continue, the latest proposals, presented to us at St. Petersburg, are on the table. The leading officials of Turkey are saying that if Armenia displays political will and goodwill, then the process to establish regional peace will benefit all involved, but if the outstretched hand of Turkish friendship goes unanswered, then Armenia will suffer the most. How would you react to this? These declarations are pulled from the same list that I mentioned in my answer to the previous question. The authorities of that nation frequently adopt such a manner of doing things and blurt out what’s in their head at the moment; statements that have no basis and which distort reality. The whole world is telling Turkey to display some will and ratify the signed protocols. It’s as if Turkey doesn’t hear them and, instead, is telling us to show some will. We have already expressed our will and never neglect an outstretched hand of friendship. But if that hand doesn’t hold reality and they present it as such, we pay no attention. It is time for the Turks to display some will.
