Armenia Must Follow Singapore Model to Develop IT

Hovik Mousayelyan, a member of Armenia’s Public Council, expressed his views regarding how the country should set about developing the ICT (information and communication technologies) sector. It is a recurring topic of discussion in Armenia and there have been a number of failed starts in the past. Some experts suggest that the country must develop its own unique model of national competitiveness. Mr. Mousayelyan disagrees, arguing that there is no need to "reinvent the wheel".

He says that Armenian must chose from the following four world models: 1) Korean/Japan Model – Local technology clusters are developed by through huge investments of local companies. 2) Ireland/Singapore Model – Governments invite foreign investors and world famous companies to create technology clusters. 3) Israel Model – The government invests in a variety of innovative projects leading to venture investment foundations. 4) US/UK Model – The government invests in infrastructure that creates a favourable corporate investment environment. Mr. Mousayelyan said while he would like to see Armenia follow the Israeli model, given the many similarities that exist between the two nations, Armenia just doesn’t have the budgetary resources. "I am convinced that the Irish and Singapore model is the most appropriate for Armenia. We have to create favourable conditions to attract the big names in the sector to Armenia. We can point to successful examples of this strategy in the past. We need to use them as a basis for the future," he stated.
