Investigative Journalists NGO Sues Gyumri Mayor for Information

Mayor Ghukasyan has failed to respond to IJ's questionnaire on Drampyan property On November 12, the Gyumri Administrative Court accepted a suit brought by the Investigative Journalists NGO demanding that the Gyumri Mayor Vardan Ghukasyan hand over documents regarding an upcoming article planned by Hetq. The article deals with events surrounding several well-known families in Alexandropol at the beginning of the 20 century. Previously, Hetq had written about one of the families, the Drampyan’s and the on-going court case between Irina Abadjyan, a descendant of the Drampyan’s, and the Gyumri Municipality. Back on July 6, the Investigative Journalists NGO had sent a questionnaire to the Gyumri mayor, with a request that answers be supplied to the following: 1 - Who now owns the building at 262 Abovyan Street? 2 - When, to whom, and for what purpose was the building, registered to the Kumayri Preserve, sold? 3 - What compensation was offered to Irina Abadjyan-Drampyan? 4 - Was the compensation in the form of cash or an apartment? 5 - Why are such historic buildings being sold off? Gyumri Mayor Ghukasyan has yet to answer the questionnaire or supply any requested information. By law, those officials in possession of information requested by a third party are obligated to supply said information. The Investigative Journalists NGO argues in its suit that by not supplying the requested information, Mayor Vardan Ghukasyan is in violation of Armenian law and international legal standards and, as a result, the NGO’s freedom of speech, as guaranteed, in Article 27 of the RoA Constitution and Article 10 of the European Convention on Human Rights and Fundamental Freedoms is being breached.
