The State Commission of the Nagorno-Karabakh Republic on Prisoners of War, Hostages and Missing Persons reports that the authorities of the Nagorno-Karabakh Republic, displaying good will and a commitment to the provisions of the Geneva Conventions, with the assistance of the Stepanakert Office of the International Committee for the Red Cross, handed over to representatives of the Republic of Azerbaijan Muzafarzade Javid Samiroglu, a resident of Mir-Bashir born in 1999,  who independently crossed the NKR border in the Martakert region on September 5, 2014, and was subsequently detained by the corresponding services of the NKR.

The transfer took place on September 11, at 15:04 p.m.,local time, on the border between the Nagorno Karabakh Republic and the Azerbaijani Republic, near the village of Bash Karvend.
