Artsakh President Bako Sahakyan today convened a meeting of the country’s security council to discuss, among other topics, issues related to the spring planting and foreign and domestic policy matters.

One can only assume that spring planting is regarded as a security matter in Artsakh given the importance of the agricultural sector.
