
Opposition Parties and Civic Groups Issue List of Demands Regarding Electoral Code
A number of political parties and civil organizations have issued a joint list of demands regarding Armenia’s draft bill on the new electoral code.
The signatories argue that the additions must be made in order to minimize reoccurring electoral violations that have marred successive elections in the country, most notably the recent constitutional referendum.
One demand is that signed voter rolls and amended voter lists be published.
The signatories call for voter rolls in Armenia to be purged of names of those eligible voters no longer residing in the country and refer to measures taken in Georgia in this respect.
The declaration calls for parliamentary elections based on the proportional system.
Another demand is that a minimum of five cameras be placed in each polling station in order to video the ballot process and the vote tally.
Finally, in order to verify the identity of voters, the signatories call for the implementation of a fingerprint system or to have voters' fingers are marked with indelible ink to guard against voter fraud.
Signatories include the Armenian National Congress (HAK), Heritage Party, Free Democrats Party, Transparency International Anti-Corruption Center, and the Asparez Journalists Club. The Civil Contract and Prosperous Armenia parties are debating whether to sign or not.
