Dear Protector of Human Rights,

Regarding the Parliamentary Elections in Armenia on 12 May, 2007, according to the Article 30 of the Constitution, we, citizens of the Republic of Armenia, applied in written form to the General Consul of Armenia in Los Angeles to organize voting in California and nearby states in order to give an opportunity to the citizens of the Republic of Armenia to vote.

On 12 May, 2007 we went to the Armenian Consulate in Los Angeles for voting.

But that day the Consulate was closed and there was an announcement by the enter of the building form which we knew that no voting would be organized according to the 5 th item of Article 1 of the Election Code of the Republic of Armenia.

We recorded the fact that we were deprived of our right to vote and we made an announcement.

In fact, the officials-representatives of the Armenian authorities, due to anti-constitutional argument s and comments deprived us, as well as other thousands citizens of the Republic of Armenia, of our rights to vote. So, in such way they did not allow us to participate at the governing of the country.

At the same time the officials in Armenia implemented the process of formation of the legislative body without taking into consideration the general, equal and direct election rights declared by the Article 4 of the Constitution.

The same officials considered a part of the citizens of the Republic of Armenia as “inhabitants” who got an opportunity to vote and the other part that is hundred thousands of the citizens abroad were deprived of their rights to vote.

Taking into account the above mentioned and guided by the 8 th item of the Article 101, we demand to apply to the Constitutional Court of Armenia with a claim to rehabilitate the election rights of thousands of citizens of the Republic of Armenia: This is:

1. To declare

5th item of the Article 1 of the Election Code of the Republic of Armenia and standard acts based on the mentioned Article as inappropriate and nonsense.

The National Assembly of the Republic of Armenia formed by the Decree of the Central Election Commission of Armenia in the result of the voting on 12 May, 2007 as formed without general, equal and direct voting rights.

2. To raise

An issue of amenability of the officials who by their direct actions and premeditations deprived many thousands of the citizens of Armenia of our constitutional rights to vote and to participate at the state governing.
