In a public communique, the Artsakh Ministry of Defense has called on the Azerbaijani military command to stop using its civilians as ‘human shields’ and that it should adhere to the cessation of hostilities declaration that it requested in the first place.

The ministry says that if Baku will be ultimately responsible for casualties to its civilian populace if it doesn’t take steps to the contrary.
