Mother of Armenian MP Enfiajyan in the Hydro Power Plant Business

The mother of Armenian MP Vahe Enfiajyan owns a 50% share in a company that plans to build a small hydro-power plant along the Hrazdan River in the country’s Kotayk Province.

Vahe Enfiajyan is a member of the Prosperous Armenia Party (BHK).

Anahit Enfiajyan owns shares in Hovter Ltd., a company founded in 2010. The other 50% is owned by Karen Hambardzumyan, a son-in-law of Sisian Mayor Aghasi Hakobjanyan, and most likely a close friend of MP Enfiajyan.

Hovter Ltd. has presented a draft water usage plan to the Ministry of Nature Protection. The plant, if constructed, will be named Argel-1.

Currently, Hovter runs a car service in Sisian, a small town in Armenia’s southern Syunik Province.

In March of this year Hovter signed a 3 million AMD ($6,310) service contract with Armenian Water and Sewage CJSC (AWSC). This company, established by the Ministry of Urban Development in 1997, provides technical operation, exploitation, and maintenance of water supply and wastewater systems to 37 towns and 280 rural communities in Armenia.

As a parent of an MP, Anahit Enfiajyan is obligated to file a financial disclosure with the government’s Ethics Committee. None of them over the past five years shows that she ever received dividends or income from Hovter Ltd.

Hetq asked MP Enfiajyan about his ties to Hovter Ltd. He responded that he has none and asked if there was a problem.

When asked to explain why his mother hadn’t noted any financial gains as a shareholder of Hovter, MP Enfiajyan replied, “I don’t believe your information is correct.”

He didn’t specify what information was incorrect, adding that he wasn’t in Armenia and that now was an inconvenient time to go into details.

Currently, there is no available information regarding the power output of the hydro plant.
