Anna Abrahamyan, Daughter of Former Armenian Prime Minister, Buys Apartment in Luxury Black Sea Coast Skyscraper

Porta Batumi Tower – called the "pearl" of Batumi: That’s how this luxury building soaring over Georgia’s Black Sea coast is called.

And, not surprisingly, Anna Abrahamyan, daughter of former Armenian Prime Minister Hovik Abrahamyan, owns a piece of the pearl.

35-year-old Anna Abrahamyan, purchased an apartment in the skyscraper last year, just one year after being appointed a notary public at Yerevan’s Kentron Notary in 2014.

According to a document Hetq acquired from the Georgia’s Public Registry, Anna Abrahamyan purchased the deed on September 18, 2015, when the skyscraper was still under construction.

The document states that Anna Abrahamyan’s property is located on #4-6 Rustaveli Street. Construction on Porta Batumi Tower began in June 2013.

At 43 stories, it’s the highest building in Georgia. A hotel, boutiques, casino, restaurant and underground garage occupy the first seven floors. Anna Abrahamyan’s 85.5 square meter apartment is on the 14th floor.

The tower, with its British style and Turkish financial backing, was a big deal for Batumi when completed. Georgian Prime Minister Giorgi Kvirikashvili personally supervised its construction and visited the tower this March. He glowingly spoke about the $70 million invested made by the Turkish firm System Construction.

According to a preliminary sales deed supplied by Hetq’s Georgian colleagues at the State Property Registry, Anna Abrahamyan paid $163,000 for the apartment. One square meter cost $1,906.

One square meter in the Porta Batumi Tower starts at $1,440.

Aleksei, a broker at the real estate company involved in the sale, told Hetq that apartments go for various prices depending on taxes, location and other factors. For example, 83-85 square meter apartments on the 15th floor are sold for $1,700-$2,300 per square meter.

Where did Anna Abrahamyan Get the Money?

In Anna Abrahamyan’s CV it states that from 1999-2005 she studied international relations at Yerevan State University. She then went on to study law at the same school from 2008-2012.

Starting in 2008, Abrahamyan worked as a first level specialist at the Division of Community Budgets and Program Monitoring at the Ministry of Territorial Administration’s Department of Self-Governance. Until 2014, she worked in the same department’s Division for the Coordination of Local Self-Governance Issues; also as a first level specialist.

On April 29, 2014, Anna Abrahamyan was appointed a public notary for the Arabkir district in Yerevan by then Acting Minister of Justice Hrayr Tovmasyan. She’s been working at the Kentron Notary in Yerevan since 2015.

Where Anna Abrahamyan got the money to buy an apartment in the deluxe skyscraper on a notary’s salary remains a mystery.

According to data Hetq obtained from the State Corporate Registry issued by the Ministry of Justice, Anna Abrahamyan owns a 50% share in Art Tam Ltd., a company registered in Armenia that operates a natural gas filling station for vehicles operating in Yerevan. Her business partner is 79-year-old Tamarik Isahakyan, registered as residing in the town of Armavir.

Tamarik Isahakyan’s husband works as a tax department head at the Shengavit branch of Armenia’s State Revenue Committee.

The final sales deed was drawn up in ten days after the tower was ready for occupancy. Porta Batumi Tower was scheduled to open on June 15, 2016. For unknown reasons, it was delayed. The website of the Autonomous Republic of Adjara states the tower will be complete by the end of this year.
