
Minsk Group U.S. Co-Chair: Territories Outside Nagorno Karabakh Proper Seized by Armenians Must be Returned to Azerbaijan
The VOA has published an article today, in Armenian, claiming that Minsk Group U.S. Co-chair Richard Hoagland has published a list of the basic conditions for a peaceful settlement to the Karabakh conflict.
Hoagland, according to the article, announced that given the “complex history” of Nagorno-Karabakh the sides involved in the conflict must decide its final legal status in the future, based on mutual agreement.
Hoagland says that the territories outside the Nagorno-Karabakh Autonomous Region now under Armenian control must be transferred to Azerbaijan, and that this point is non-negotiable.
The co-chair also stated that there must be a corridor, wide enough to guaranteed safe passage, linking Armenia to Nagorno Karabakh.
Finally, the right of all displaced persons to return to their original residences must be recognized.
