Articles on Bisharyan contain no corpus delicti

On September 15, 2004 , A. Avagyan, a senior investigator at the Republican Police Department, presented Edik Baghdasaryan with his decision to deny Artashes Bisharyan's request that charges be filed against the journalist. The investigator had concluded that Baghdasaryan's articles contained no corpus delicti.

Artashes Bisharyan, now ex-head of the Department of Medical and Technological Supply of the Ministry of Health, had asked the Police Department to file charges against Edik Baghdasaryan in accordance with Article 135 of the Criminal Code of Armenia, for dissemination of false information injuring his reputation, dignity, and honor.

Baghdasaryan has been working on an investigation of why, of the supply of medicine that entered Armenia as humanitarian assistance in 2001-2002, one billion drams worth of drugs expired before it could be used.

The investigator also informed Edik Baghdasaryan that the Office of the Prosecutor General of Armenia has brought an action against Artashes Bisharyan in accordance with Article 182 of the Criminal Code,Abuse of Authority.
