Yerevan Municipality Voids Contract with Company Hired to Address Stray Dog Problem
The Yerevan Municipality has unilaterally cancelled its contract with Unigraf-X, the company that’s been hired to sterilize and, when necessary, destroy stray dogs in the Armenian capital.
The municipality claims that the company hasn’t been fulfilling its contractual obligations.
In May of this year, police in Armenia charged Unigraf-X with embezzling AMD 185 million from the 267 million it received from the Yerevan Municipality 2016-2018.
An examination of the company’s accounts showed that Unigraf-X was padding its expenditures.
Unigraf-X has been awarded the municipality’s contract since 2009 and has been paid millions of drams over the years to address the ongoing stray dog problem.
The company was founded in 2005 by Ruben Sadoyan, a former MP and currently Armenia’s Ambassador to Georgia, and Davit Nersisyan. From 2007 to 2012, Sadoyan’s brother Ara, District Leader of Yerevan’s Kentron District, was also a shareholder.
Currently, Unigraf-X is 100% owned by Gagik Gevorgyan, the company’s director since 2008.
