Armenia and the ECHR: Important Increase in Just Satisfaction Awarded in 2018
Reforms to ensure the long-term effectiveness of the European Convention on Human Rights (ECHR) have clearly improved the implementation of judgments from the European court in Strasbourg, according to the latest annual report from the Council of Europe’s Committee of Ministers.
The report states that the Interlaken reform process, launched in 2010, is bearing fruit, noting that the total number of pending cases (i.e. cases which have yet to be fully implemented) is at its lowest level since 2006.
Continuing, the report summarizes that:
- The Committee of Ministers closed a total of 2,705 cases in 2018, including record numbers of cases from Russia (385), Turkey (372) and Ukraine (318)
- Nevertheless, important problems remain including “persistent shortcomings” in the implementation of the convention at national level, the need to consistently reaffirm states’ obligation to implement judgments in all circumstances and a lack of political will in some cases.

- TOTAL NUMBER OF NEW CASES: 15 (no change as compared to 2017)
- TOTAL NUMBER OF PENDING CASES: 36 (a 20% increase as compared to 2017 - 30)
- CASES CLOSED: 9 (more than two times increase as compared to 4 in 2017)
- JUST SATISFACTION AWARDED: €195,940 (nearly €90,000more than in 2017 (€106,665))
- RESPECT OF PAYMENT DEADLINES:
- Payments within deadline (during the year): 11, a slight decrease in comparison to 2017 - 12
- No payments outside deadline.
