Armenia's Citizen's Decision Party: Amulsar Will Remain a Mountain

Armenia’s Citizen's Decision party released the following statement on Amulsar. (This is an unofficial translation).

Staying true to the values, principles, and goals of the revolution, we declare:

The situation regarding the Amulsar problem no longer requires a political assessment.

Upon reviewing the results of the assessment commissioned by the Investigative Committee, we confirm that our suspicions about the dangers of the mine’s operation were justified.

The claims that the risks can be managed are not credible. The whole study is full of contradictions and may lead to manipulation. During a meeting with a group of citizens interested in the issue on August 19, 2019, and during his Facebook broadcast, Prime Minister Nikol Pashinyan committed such a manipulation when he said almost nothing negative about the management of mine risks.

On the same day, police used lopsided force against Amulsar protesters on Baghramyan Avenue, jeopardizing recent democratic gains.

Our party's opinion on the Amulsar issue is not limited to environmentalism. The question should be considered on several levels:

Sovereignty: Our state cannot afford a situation when this or that decision comes from external pressures.

Democracy: Our goal was to transition from an authoritarian, centralized governance to direct democracy. When taking into account the opinions of those directly affected by that decision, the residents of Jermuk and other affected communities have expressed their views on the opening of the mine; For more than a year, they put their bodies on the line to close the roads leading to the mine.   

In the past, people were afraid to speak out publicly because they were afraid of various pressures. As a result of the revolution, people are no longer afraid to speak out about their pressing problems.

Given these conditions, we consider suppressing the will of the people, the first buds of the formation of citizens, as inadmissible. The Investigative Committee cannot and should not assume the role of a policy-making body in the country.

Economy: There is virtually no elaborate concept of economic development in the country, the government's statement contradicts itself. The declared economic revolution is devoid of any intellectual basis. The government talks about reducing the role of mining but gives lip service to the most demanding mining program in Armenia's history.

Therefore, we declare that:

We are against the exploitation of the mine. Amulsar will remain a mountain.

We call on all parties, individual public figures, political groups and NGOs to express their position publicly. We believe that no one has the right to hide behind the decisions of others.
