Artsakh President Arayik Harutyunyan has recommended that Artur Mkrtchyan, who served as the First Chairman of the Supreme Council of the Nagorno-Karabakh Republic (January-April 1992) be posthumously awarded the title of Artsakh Hero, the country’s highest state title.

"I think his work in building our young state deserves the highest merit. It can serve as a good instructional example for generations to come," said Harutyunyan.

Mkrtchyan was fatally shot in April 1992. No one has since been prosecuted in the case.
