
Fulbright Scholars Send Open Letter to U.S. Secretary of State Calling for Peace in Nagorno-Karabakh
Open Letter to U.S. Secretary of State from Worldwide Fulbright Scholars

Dear Secretary Pompeo:
The full-scale war between Armenians and Azerbaijanis in Nagorno-Karabakh has taken too many lives and generated enough hatred. Civilians are killed and infrastructure is destroyed every day in violation of the recent agreement on a humanitarian ceasefire. The conflict has gravely undermined regional stability and is generating a humanitarian catastrophe.
We, as members of the Fulbright Program Network, which advocates peace, respect, and cultural understanding within local communities and globally, hereby call upon the U.S. government, both as a UN Security Council Member and as an OSCE Minsk Group Co-Chair, to ensure the realization of Nagorno-Karabakh people’s right to peace by:
- Taking immediate steps to monitor the implementation of the ceasefire agreement,
- Ensuring the security of civilians and integrity of civilian infrastructure, particularly in the main conflict zone, Nagorno-Karabakh,
- Taking immediate measures to organize and provide humanitarian aid to the affected population of Nagorno-Karabakh,
- Introducing an international incident investigation mechanism along the conflict line,
- Urging both sides to resume substantial negotiations,
- Preventing engagement of any regional actors, whose interference is detrimental to the cause of peace and regional stability.
The Fulbright Program aims to build mutual understanding between nations, respect human dignity, advocate for human rights, advance knowledge across communities, and improve lives around the world. Considering that the United States is a global advocate of the aforementioned values, we call on the United States, as an OSCE Minsk Group Co-Chair, to fulfill its Responsibility to Protect towards the affected civilian population.
