Kocharyan Denies He Was Responsible for Removing Karabakh Government from Negotiations

Former Armenian President Robert Kocharyan, in a statement released today, responded to the recently voiced critique of his political opponents that he was responsible for removing the Artsakh government from the Karabakh negotiations process, claiming that Artsakh had been sidelined from the process long before he became Armenian president in April 1998.

Kocharyan said that no Karabakh negotiations occurred after the December 1996 Lisbon conference.

“Prior to that, intensive negotiations had taken place for about 1.5 years between Vafa Guluzade, Advisor to Azerbaijani President Heydar Aliyev and Jirair Libaridian, Advisor to the First President of the Republic of Armenia. Intensive negotiations without Karabakh,” Kocharyan writes.

Kocharyan, who served as the first Karabakh President (Dec. 1994-March 1997), writes that Libaridian said as much in a January 1997 interview after leaving the post of senior adviser to Armenian President Levon Ter-Petrosyan.

Kocharyan cites Libaridian as saying the following at the time: "We started this process with Vafa Guluzade, thinking that we would help speed up the process, but the opposite happened."

“This is a proven truth ․ The one who started and continued this process without Karabakh admitted his mistake,” Kocharyan told the crowd.
