Negotiations Continue to Reopen Armenia's Goris-Kapan Highway

Russian and Armenian border guards are negotiating with Azerbaijani authorities to reopen sections of the Goris-Kapan highway that has been closed since yesterday.

Azerbaijani soldiers blocked the interstate road yesterday and have refused to unblock it.

Update: Later today, Syunik Vice Governor Narek Babayan reported that the M-2 Kapan-Meghri highway was open for traffic.
