Armenian Foreign Minister: Rights of Artsakh Armenians Remains Issue in Azerbaijan Peace Process

Armenian Foreign Minister Ararat Mirzoyan, in an interview with the state news agency Armenpress today, said that Azerbaijan’s recent five-point peace proposal “does not fully encompass all existing problems”.

One of the proposal’s main points is that Yerevan and Baku must recognize the other’s “sovereignty, territorial integrity, inviolability of internationally recognized borders and political independence”.

Another point states that neither country can make future territorial claims against the other.

Mirzoyan, in the ArmenPress interview, says the issue isn’t “territorial” since the two countries officially recognized the other’s territorial integrity in1991.

It appears that the sticking point for Armenia remains the unresolved Karabakh conflict.

“It is vital for the Armenian side that the rights and freedoms of the Armenians of Artsakh are clearly guaranteed, and the status of Nagorno-Karabakh is finally clarified. For us, the Nagorno-Karabakh conflict is not a territorial issue, but a matter of rights,” Mirzoyan said.

He said that Armenia has conveyed its concerns to Baku on the matter.

Mirzoyan said that Baku rejected an Armenian offer to mutually pull troops from the Armenia-Azxerbaijan  border and to allow international monitors to supervise the demarcation process.

Armenia has applied to OSCE Minsk Group Co-Chairmanship to organize negotiations on a peace treaty on the basis of the UN Charter, the International Covenant on Civil and Political Rights, and the Helsinki Final Act.
