
Many Artsakh IDPs Can't Return Home, Says Armenian Migration Service Head
Armenian Migration Service Head Armen Ghazaryan, addressing the International Migration Review Forum (IMRF) in New York, said that a large number of internally displaced people (IDPs) from Artsakh may not be able to safely return to their homes despite the November 2020 ceasefire.
Ghazaryan told the forum that Azerbaijan is using violence and intimidation tactics to force Artsakh Armenians to leave their homes.
Ghazaryan said that Armenia is taking steps to house these people and is providing them housing certificates.
He presented trends in the digitalization of migration management processes in Armenia, referring to the unified electronic platform for granting work permits and residence status to foreigners.
Ghazaryan stressed that it is in line with the goals set by the pact: to facilitate access to the necessary documents, to ensure regular migration routes, and to prevent trafficking.
