On March 17, when the Hayastan All Armenian Fund reported that it recently sent two hundred tons of flour to Artsakh in humanitarian aid, I contacted the Fund to ask how this aid reaches Artsakh given Azerbaijan’s ongoing blockade of the Lachin Corridor.

This is what I wrote in an email to the Fund:

I have some questions about your humanitarian aid shipments to Artsakh.

Given the "closure" of the Lachin Corridor, how does all that aid reach Artsakh?

Who organizes the shipment of such aid through the blockade?

Does it reach Stepanakert under the auspices of the International Red Cross, or the Russian peacekeepers stationed there?

Also, is the Armenian government or other private organizations sending such food aid to Artsakh. Does it get through?

Any clarification is appreciated.

Հարգելի պարոն Գադարիկեան,

Ի պատասխան Ձեր 17.03.2023թ․ նամակի, հայտնում ենք․

«Հայաստան» համահայկական հիմնադրամը Ադրբեջանի կողմից Լաչինի միջանցքի շրջափակման հետևանքով հումանիտար ճգնաժամը մեղմելու համար հումանիտար աջակցությունը նվիրաբերել է Հայաստանի Հանրապետությունում Արցախի Հանրապետության Մշտական ներկայացուցչությանը ապրանքների հետագա տեղափոխումը Արցախ կազմակերպելու նպատակով։ Հիմանդրամը հումանիտար աջակցության բեռնափոխադրման գործընթացում ներգրավված չէ։

ՀՀ կառավարության կամ մասնավոր կազմակերպությունների կողմից Արցախին տրամադրված հումանիտար աջակցության վերաբերյալ տեղեկատվություն ստանալու նպատակով, խնդրում ենք դիմել համապատասխան կառույցներին կամ կազմակերպություններին։

In response to your 17.03.2023 letter, we inform you.

"Hayastan" All-Armenian Fund donated humanitarian aid to the Permanent Representation of the Republic of Artsakh in the Republic of Armenia in order to organize the further transfer of goods to Artsakh in order to alleviate the humanitarian crisis caused by the blockade of the Lachin Corridor by Azerbaijan. Himandram is not involved in the process of transporting humanitarian aid.

In order to receive information about the humanitarian assistance provided by the RA government or private organizations to Artsakh, please contact the relevant structures or organizations.

Essentially, the Fund failed to answer my main question – how is that aid reaching Artsakh (Nagorno Karabakh)? The Fund says it merely hands over the aid to the Artsakh Permanent Representation in Yerevan. When and if the aid ever reaches Artsakh seems to be another matter. The Fund’s response raises more questions than answers. Who exactly verifies that the aid reaches Artsakh? Is Baku allowing such aid shipped from Armenia through the blockade. Fairly straightforward questions.
