Putin, Aliyev Discuss Yevlakh Talks

The presidents of Russia and Azerbaijan spoke by telephone today and discussed the participation of the Russian peacekeeping contingent in talks today between the Azerbaijani government and representatives of Artsakh.

Those talks, in the Azerbaijani town of Yevlakh, revolved around the rights and security of Karabakh Armenians within the framework of Azerbaijan’s constitution.

The talks were part of a Russian-brokered ceasefire that was to take effect on September 20. Azerbaijani media report the talks ended today.

Aliyev, according to the Azerbaijani press, conveyed his deep condolences to Putin, over the death of Russian peacekeepers in Karabakh on September 20.

The Russian Ministry of Defense reported that a car carrying Russian peacekeepers was returning from an observation post and was fired upon, killing the soldiers. The ministry didn’t report their number.

Sergey Martirosyan and David Melkumyan represented the Karabakh Armenians and Baku sent Ramin Mammadov, who’s responsible for contacts with Karabakh.

Davit Melkumyan is a member of the Artsakh National Assembly's foreign relations committee and Sergey Martirosyan is the secretary of the Artsakh Security Council.
