
Armenia Issues International Arrest Warrant for Former ANIF Director Davit Papazian
Armenia has issued an international arrest warrant for Davit Papazian, former director of the country's National Investment Fund (ANIF).
Armenia’s Prosecutor General’s Office (PGO) on August 15, launched public criminal proceedings against Davit Papazian and two others related to ANIF, for money laundering and abuse of power violations.
Papazian served as ANIF’s executive director from 2019 until his dismissal in January 2024. ANIF, a foreign direct investment fund that operated under the government of Armenia, was dissolved in 2024 under a cloud of financial mismanagement.
In March 2025, Hetq revealed that on May 4, 2023, an ANIF subsidiary, invested AMD 1.5 billion (around US$3.8 million) in a newly established company, CFW CJSC. The company received the funds just eight days after its creation.
Davit Papazian is also in the news, this time internationally, given reports that he chairs the controversial Gaza Humanitarian Fund (GHF).
Hetq, in March 2025, reported that ANIF’s Moscow branch received an allocation of AMD 2.7 billion ($6.9m) from ANIF central between 2020 and 2024, and that the fund’s current management had no information about the projects implemented by the branch.
Photos on social networks suggest that Papazian is now in London.
