A person buys an apartment in Yerevan, pays for it, takes out a mortgage, and plans their life around that home. Years later, it turns out there is no home, and no hope that it will ever be ready. The developer offers endless excuses for the delay. The Yerevan Municipality has its oversight responsibilities. Buyers are left with a contract and a mortgage, but still no sign of the home they were promised.
