The Aftermath of our “Elections”
May be it was not comprehensible and visible for many people what really happened during the last one year period. Behind political bargains, perversities and lies, it was very difficult to see the reality and seriousness of the move which had an unprecedented importance for the future of our country.
Which however, has not ended to the outlined result, but has already achieved a certain irreversibility. In Armenia a new political reality is being formed in a targeted way, whose basic characteristic as from its structural view is the formation and verification of the theoretically capable ruling pyramid by the ruling elite. Months before and after the parliamentary elections of the last year, individuals and organizations who process and realize the politics of the ruling wing have successfully disjointed and definitively neutralized the ANC as a major and basic obstacle in the way of the formation of the planned pyramid. The seven parliamentary members of the ANC party with their disordered staff and with the absence of a unified ideology, not now, and not in the visible future will be able significantly affect on our inner political facts. The initiative by Mr. Ter-Petrosyan to establish “Armenian National Congress” party, however, will result to a new crisis in that wing, because it will result to a harsh struggle between the remaining members of the previous ANC and the new activists and powers of the new ANC in surveillance of the parliamentary activities. This struggle may also paralyze the activities of this party, which may seem normal, but efficiently will decrease the image and the potential of the newly appeared activists and their parties. In my opinion, as to the planned scenario, in the political and ruling system of RA the basic acting rule is kept for the ARP, PA and ARF (Dashnakcutun).
These political powers today control the ruling and economical levers and in this respect may be for the first time in Armenia the parliament has the most favorable classification of powers, to accomplish an efficient inner and outer politics. The proportionality of today’s parliamentary powers will give the possibility to the ruling Republican party to recline on the formed “opposition” wing PA and ARF in solving the most important and the most risky inner and outer political problems, the real and firm base of this collaboration will be, in the economic field, the commonalities and inviolability of the economical profit of the mentioned political powers and their individual members. In the tri-unification of the parties, a special and permanent “official” state of opposition will be restricted to the ARF role, if ARP and PA during tranquil processes, may substitute each other at the ruling wheel, then the ARF, which is not only a pan Armenia, but in the world scale is a pan armenian structure, having very strict inner ruling functions and levers, it will be difficult for the next fifteen years to have the perspective of becoming a major political actor (based upon the logic of realization of the above mentioned program, it is obvious to me, when one of the ARF leaders declares that his party will not support Serj Sargsyan, but calls his supporters to participate to the voting and spoil the ballot, by making it void. This call of the ARF is justified, because during a fraud election the essential is the participation of the citizen and not his choice. Adversely it is not comprehensible when Mr. Levon Zurabyan calls in the same way, because when more people participate to the voting, it will be much easier to forge the “elections” through the voice of one million citizens who have departed Armenia and have the right to vote. Anyways. In all cases until the polling day we will offer to citizens and political parties who keep their independent trait and rationality, an equivalent alternative to the situation of the operations).
This kind of development for our inner political process should unequivocally and easily evaluated positively, if on one hand reasonable concerns did not arouse about individual and professional qualification abilities of the leaders of the mentioned powers, and in the other hand if they did not contain systematic potential dangers, which in a short time period may create serious challenges to the state security and to its normal development. The most important of those dangers is estrangement of the RA citizen from the possibility of forming a real authority of the country, this generates a deep and unconquerable rift between the parties, who realize the management of the country and the citizens. The citizens perceive the authorities as an alien and hostile power, which tyrannizes the citizens’ will and compels various kinds of persues and punishments to dissidents and disobedients, and creates conditions for continuous migration. This kind of behavior of the common citizens to the authorities also has its justification, because the Arcakhian sub ethnical party which came to power fifteen years ago was not capable to realize inner national consolidation process. After the resignation of president Ter-Petrosyan in early February 1998, the Arcakhian military, political and intellectual elite wing did not let the right of control of Arcakh’s fate to any political activist, who is not in that party. I think that there were many, who had also the same approach outside Armenia’s borders. May be this was the reason, when illegally, firstly Robert Kocharians nomination was considered legitimate as RA presidential candidate and then through the most harsh and unveiled pressures and forges was guaranteed his victory in the elections and this was done specially by the efforts of Vazgen Sargsyan, who afterwards was martyred. There is an essential difference between the motivations of 1996 and 1998 presidential election forges. The 1996 elections were forged simply in the favor of the acting president and were deprived of any ideological auxiliary justifications to make the forge. In adverse, starting from 1998 the electoral forge got also an ideological justification, which firstly was circulated to excuse the operations of the performers of the forgeries. And recently this was proposed to the whole community. The forgery is justified by declaring that one and a half million citizens, who have no idea about politics, are not capable to form an equivalent and efficient authority. Therefore, absolutely, with any possible means it is not allowed to form the authorities through the citizens’ free will enunciation. In the same framework of logic it is said, that the democratic methods of formation of authorities have been consumed and therefore, in case of Armenia it is simply not recommended. This kind of justification excuses the operations of very strict political party for the occupation of authorities through the use of electoral frauds, and in the meantime verifies the existing flagrant inadequacy between the declared principles of the authorities about formation of authority through elections of the citizens in the country and the political operating manners of the de-facto authorities. The result of this is the overwhelming feeling of untrustworthy of the citizens towards the authorities and nullification of responsibility towards the faith of the country “This country is not a country and will not ever be” bourgeoisic conclude.
This is a serious threat to the country’s national security because the absence of trustworthy between the authorities and the citizens efficiently decreases the immunity of the state against any incoming danger and making it vulnerable. Although, I understand the fears that had before and has now the Arcakhian sub ethnic political party and their intellectual elite, but today’s mandatory demand is to stop the level of authority-citizens relationship from furthermore deepening of the existing mutual neglect and refusal. The citizen must get back his right which was until now taken from him, to directly participate in the formation of the authority. And this is possible to achieve exactly during this electoral stage. With the participation of candidates, who are “caressed” by the authorities, to guarantee the serial forged “successful” “elections” will mean the complete collapse of our political system, whatever justification might be given that later on.
Today, also in the Russia has been formed an authority that does not have the trustworthy and the support of the citizens, and whatever happens in Armenia ideologically looks alike the Russian version. The absence of relations between authorities and citizens of such systems have shown their disability in Iraq, Egypt, Tunisia and Yemen. Years after the same might happen in Armenia and that will be unforgivable, if we still possess today all the possible initiatives to stop the growing danger.
