Control Chamber President – Armavir Financial Oversight Mere “Window Dressing”

During today’s session of the RoA Control Camber, a decision was passed to forward a package of documents relating to expenditures in the village of Talvorik, Lori Marz, to the General Prosecutor's Office for possible legal action. It appears that the Control Chamber's audits of the village books revealed that the Talvorik Municipality had collected 964,000 drams from residents to cover water and electric bills but that only 108,000 drams was actually registered as being paid.

Where the remaining 856,000 drams has gone remains a mystery; there is no documentation for the balance. The administration of Talvorik has, in the past, spent huge amounts of its budget, varying from 500,000 to 6.5 million, on 20-30 year-old machinery. Other large-scale additional expenditures were also noted in the construction and water distribution sectors. Control Chamber President Ishkhan Zakaryan noted at a press conference held earlier today that, "These facts are more than enough for us to take action, to send the files to the prosecutor and find out what is going on in Talvorik." Of the 2.3 million drams that were allocated by the Armavir Regional Administration during fiscal year 2007-2008 for construction purposes, the Control Chamber audited 906,000 worth of expenditures and came up with 86,000 in violations. The Control Chamber came up with other glaring accounting violations. For instance, in the land sale sector, there was a 10 hectare piece of land that was sold at 35,438 drams per acre. The budget was credited with 354,000 drams. One day later the same 10 hectares were resold at at price of 3.9 million drams. Such irregularities are numerous, especially in communities along the roadway leading to the Zvartnots Airport. After assessing the overall situation Control Chamber President Zakaryan stated that, "The oversight conducted by the Armavir Regional Governor has been mere window dressing despite the fact that he has numerous documents attesting to the fact that oversight has been implemented. If that is the case, why then all these violations?" As a result of the audits conducted by the Control Chamber last year, nine cases were sent to the Prosecutor's Office and six wound up in the criminal courts.
