Construction of a restaurant in the Khosrov State Reserve has resumed after a public outcry had lead to a halt. Soon after, the government adopted a decision creating the Gilan National Preserve. The government then allowed the 118 hectare site to be leased for a period of sixty years. Hotel and restaurant construction soon followed.
