Armenia's Ombudsman: Nothing to Fear from Foreign Language Schools

RoA Human Rights Ombudsman Armen Harutyunyan, in a conversation with Hetq regarding the controversial amendments to the "Language Law", said, "Naturally, I do not oppose the reopening of foreign language schools." "We must stop being a nation that builds forts and has a fortress mentality. A defensive mentality always leads to failure," Mr. Harutyunyan noted and said it was time that Armenians stop building 3 meters high walls around their homes. The Ombudsman said it was one thing, as a community in a foreign country, to erect certain defences in order to preserve ones identity, but not acceptable to adopt a "veto" mentality in your own nation. He noted the example of Georgia, where they do not fear having foreign language schools even though Georgians make up only 62% of the country. "In our country, where Armenians comprise 97% of the populace, we are fearful of these two schools. It’s as if the foreigners will come and do God knows what to us," Mr. Harutyunyan said. He also said that he didn’t agree with those like MP Viktor Dallakyan who argue that the draft bill presently being examined is unconstitutional.
