Causes of poisoning being found out
A criminal case has been initiated by the Yerevan prosecutor on the case of 9 juveniles being poisoned in the swimming pool after Davit Hambardzumyan according to the RA Criminal Code Article 279 part 2 points 1 and 2. The causes of the poisoning and the breaches of the chlorination system implementation were revealed during the preliminary investigation.
Thus on December 8, 2010 between 05:20 p.m. and 06:25 p.m. the Central Division of the RA Police got a report from the “Surb Astvatsamair” and “Muracan” Medical Centers in Yerevan that 9 juveniles were taken to the mentioned hospitals and acute chlorine poisoning was diagnosed.
During the preliminary investigation it has been revealed that the above-mentioned 9 juveniles were poisoned during the trainings in the Yerevan swimming pool after Davit Hambardzumyan. It has turned out that on December 8, 2010 at about 04:00 p.m. the former employee of the swimming-pool R. Hakobyan changed the empty container of the water chlorination system of the swimming-pool and then tested the chlorination system together with stover R. Hakobyan and worker S. Hovasapyan during which some chlorine flowed into the leakage system of the pool through the broken valve and then into the pool instead of flowing to the filtration system of the backward flow pipe of the water.
According to the obtained data the examinations of the water chlorination system of the swimming-pool was carried out in 2009-2010 by the expert of the “Technical Security National Center” SNCO according to the agreements signed with this organization as the water chlorination system is considered a dangerous object of production. A number of breaches of the rules of technical security had been found out during the examinations and the usage of the chlorination system must have been prohibited but the expert had given positive conclusions and allowed to use the system.
Besides, metal containers of chlorine had been used during the chlorination which instead of licensed companies had been procured from V. Beglaryan, the head of the “Tsarav Aghbyur” pumping station of “Yerevan Jur” CJSC who stated that he had filled the drinking water containers with chlorine by using technical means many years ago and sent them to the swimming-pool. The preliminary investigation is underway to detect the guilty persons and call them to criminal liability.
According to the web-site of Prosecutor General’s Office, the case of the revealed theft during the children’s poisoning has been separated and V. Beglaryan, the head of the “Tsarav Aghbyur” pumping station of “Yerevan Jur” CJSC has been charged according to the RA Criminal Code Articles 214 and 179 part 1 that is the abuse of authority by the employees of commercial organization and robbery with the purpose of squander.
