Accused of taking bribery, squandering and abusing official duties

The preliminary investigation of the criminal case initiated by the NSS Department of Shirak region and investigated by the Shirak Investigation Division of the RA Police against the executive director of the polyclinic for taking bribery, squandering and abusing official duties has been completed. The prosecutor supervising the preliminary investigation of the criminal case has confirmed the bill of indictment. During the preliminary investigation it has been confirmed that T. Panosyan the executive director of the “Gyumri Polyclinic after Enriko Matte” CJSC at the end of July 2009 demanded bribery from Z. Vandanyan, the nurse of the same polyclinic and on August 10, 2009 received in her office 1000 USD in order not to fire the latter but to give her the post of a nurse in the dermatology and venereology department and to raise Z. Vardanyan’s salary. Besides, T. Panosyan from 2008 to 2010 committed a number of thefts. In particular, she tasked to collect money for keeping and heating the polyclinic while acting as the executive director of the “Gyumri Polyclinic after Enriko Matte” CJSC. As a result she received 1 920 000 drams from April 2008 to September 2010 without any accounting, during 2009-2010 she spent 604 350 drams on repair works in the polyclinic and squandered 1 315 650 drams. Besides, T. Panosyan from January 8, 2009 to March 19, 2010 gave the post of the doctor angiologist to her ex-husband A. Harutyunyan in the polyclinic, but the latter didn't go to work, signed the salary lists and received 1 021 505 drams. Afterwards, T. Panosyan from January 10 to November 1, 2010 gave the post of the warden of the polyclinic to K. Badalyan, signed for him in the salary list and squandered 437 116 drams. Besides, T. Panosyan from June 2009 to September, 2010 tasked and forced 17 doctors of the polyclinic to form 101 false sick-leaves for 53 employees. As a result 1 302 444 drams of social charges wasn’t paid to the State Budget. On March 22, 2011 T. Panosyan was charged according to the RA Criminal Code Article 311, part 3, point 3, Article 179, part 2, point 1 and Article 308, part 1. She was arrested on the same day.
