Dormitory #1, located at 22 Garegin Nzhdeh Street in Gyumri, was given the status of a 3^rd grade damaged structure after being hit by the 1988 earthquake. Ten families live within its walls. The families do not qualify for new apartments since they weren't left “homeless” by the earthquake. Talk about an extremely legal interpretation of the law. These families cannot even register their damaged apartments as private property.
