500 Dollars Demanded for Job Placement

In November 2009, Marine Mkrtchyan, a resident of Vanadzor previously convicted of fraud, happened to meet Gohar Kharazyan and Zaruhi Ghamvelyan, residents of Odzun village in Lori marz, in a taxi from Yerevan to Vanadzor.  Marine learned that Zaruhi had been unable to find a job in the school at Odzun despite being qualified as a teacher. Marine said that she had powerful connections at the Lori regional administration and got in touch with her new acquaintances after 2-3 days.  They met at Hayk Square and Marine informed Gohar and Zaruhi that in order to get the job done they would have to approach Minas Sayadyan, Head of the Department of Education, Culture and Sport at the Lori regional administration.  Marine told Gohar and Zaruhi that Minas Sayadyan and his deputy Edik Matsakyan were close friends of hers, while it turned out later that she had lied and they did not know her.  During the meeting, Mr. Sayadyan and Mr. Matsakyan informed Zaruhi that she could not work at the school while undergoing distance education (Zaruhi is a student of the Faculty of German in the Yerevan State Pedagogical University's distance program). Marine promised to do all she could to help Zaruhi and called two days later, on November 16, saying that 500 US dollars was being demanded to get a job for Zaruhi.  Gohar passed on that sum to Marine at Hayk Square without trying to find out for whom the bribe was intended.  Marine promised that the directive to employ Zaruhi would be issued within a week.  She then used the money for her own personal expenses. According to Davit Sargsyan, Inspector at the Lori Regional Inspectorate, a preliminary investigation has been completed and the case has been handed to the Prosecutor's Office.
