Margar Ohanyan’s Case Sent to Court

The preliminary investigation of the criminal case initiated against the head of the Traffic Police for committing embezzlement was completed in the RA Special Investigation Service. The prosecutor who had supervised the preliminary investigation of the criminal case confirmed the bill of indictment.

According to the evidence obtained during the pretrial investigation, the head of the Traffic Police of the RA Police Margar Ohanyan used his official position and caused substantial damage to the State’s legal interests. In particular, from January 2009 to July 2011, 2 480 720 liters of petrol was purchased with the State Budget and Traffic Police extra-budgetary funds for the operation of the vehicles of the Traffic Police and given to M. Ohanyan who was to distribute the petrol among the 1st and 2nd battalions of the Traffic Police.

Pursuant to the materials of the preliminary investigation, during the same period of time, M. Ohanyan tasked the head of the Economic Department of the Traffic Police Ara Levonyan, the technician Samvel Makhmuryan and the commander of the 2nd battalion Stepan Karakhanyan to give 1 906 300 liters instead of 2 480 720 liters of petrol to the 1st and 2nd battalions with the purpose to embezzle 574 420 liters of petrol in the sum of 197 003 060 drams. The above-mentioned persons gave the checks of 574 420 liters of petrol to M. Ohanyan who embezzled the property of the Traffic Police.

Afterwards, M. Ohanyan tasked A. Levonyan, S. Makhmuryan and S. Karakhanyan to prepare the monthly reports on the petrol outlay, distribution and expenses from January 2009 to July 2011 as to which 2 480 720 liters of petrol had been given to the 1st and 2nd battalions.

Based on the evidence obtained during the preliminary investigation, 217 600 000 drams of damage was caused to the State out of which 198 000 000 drams was restored during the preliminary investigation.

M. Ohanyan was charged according to the RA Criminal Code Articles 308, part 2 and 179, part 3, point 1, S. Karakhanyan was charged according to the RA Criminal Code Articles 38-179, part 3, point 1 and 179, part 3, point 1 and A. Levonyan and S. Makhmuryan were charged according to the RA Criminal Code Article 38-179, part 3, point 1.

The criminal case was sent to the Court of First Instance of Kentron and Nork-Marash administrative districts. The part of the criminal case referring to the abuses committed by the officials of the Traffic Police was separated and the preliminary investigation is carried out.
