Artsakh Minister of Defense Levon Mnatsakanyan today welcomed Patrick Vial, the International Committee of the Red Cross Director for Europe and Central Asia, on his first visit to Stepanakert.

Vial introduced Minister Mnatsakanyan to Dragoslav Blazhyevichi, the newly appointed head of the Red Cross International Committee’s mission to Artsakh.
