Armenian Government Backs Amendment Requiring All NGOs to Reveal Revenue Sources

All NGOs in Armenia will have to submit annual financial disclosures specifying their revenue sources if a government backed amendment is approved by the parliament.

The amendment, suggested by the State Revenue Committee (SRC), is designed to maximize “accountability and transparency, according to SRC Director David Ananyan.

“Non-governmental organizations receiving public funds should disclose the programs under which they received funding, citing sources, and non-public organizations receiving or receiving funds should disclose only those programs under which they received funding or funds without disclosing sources,” Ananyan said at today’s cabinet session.

He emphasized that NGOs receiving public funds would be more transparent in revealing funds or sources of income, and non-public NGOs would be limited to disclosure of programs and aggregate amounts.

Under current regulations, an NGO is obliged to publish a report on its activities every year, if public funds (sources of state or local self-government bodies and other public funds or legal entity) were the source of the organization's property.
