Putin: Armenia Never Recognized the Independence of Nagorno Karabakh

In an interview with Russia 1 TV, Russian President Vladimir Putin commented on the territorial affiliation of Nagorno Karabakh.

"Armenia did not recognize the independence and sovereignty of Nagorno Karabakh. This meant that from the point of view of international law, Nagorno Karabakh and all the adjacent regions were considered inseparable parts of the Republic of Azerbaijan,” Putin said according to an article published today in RIA Novosti.

Asked about Armenia's support, Putin said that the terms of the Collective Security Treaty Organization (CSTO) membership did not oblige Russia to intervene in the military conflict.

"The CSTO agreement envisages mutual assistance in case of aggression against a member state of the organization. "No one has attacked the Republic of Armenia, it has not given us any right to take a direct part in the hostilities," said Vladimir Putin.

At the same time, Putin stressed that Moscow has completely fulfilled its obligations within the framework of military-technical cooperation with Armenia.

"I assure you that Armenia has not felt abandoned or forgotten. And Russia has done everything possible to prevent this from happening," Putin said in the interview.
