Bill Seeks to Purge Inflated Voter Lists in Armenia

Supporters of a My Step (Im Kayl) faction electoral code bill argue it will address the chronic issue of inflated voter lists and thus raise public trust in the electoral process.

A parliamentary working group began work on amendments to the Electoral Code and the law on political parties one year ago. A bill amending the Law on Political Parties has been approved.

My Step MP Hamazasp Danielyan, who heads the group, says that voter lists should include only those citizens whose identity papers have not expired.

He says that studies carried out by the group show that citizens who permanently reside in Armenia extend the validity of their passports as soon as it expires, as it is necessary for various transactions. Most citizens with invalid passports are not in Armenia. Moreover, the list includes the deceased, but the information has not been passed to the relevant departments of Armenia, they remain on the voter lists.

Danielyan says that the residents of remote rural communities, if they go to the polls with an expired document, will still be able to exercise their right to vote. They will simply be included in additional electoral lists.

Danielyan believes the amendments to the draft Electoral Code can be divided into two parts: technical-political. While technical issues have been widely discussed, political issues still need to be discussed with both parliamentary and extra-parliamentary forces. The key issue, of course, is the change of the electoral system, in especially, the exclusion of the rating electoral system and the transition to a fully proportional electoral system.

 Danielyan notes that before the 2018 parliamentary elections, two attempts were made to make changes in the Electoral Code, the core of which was the abolition of the rating electoral system.

 Danielyan says that the political majority now has a clear approach - to abandon the rating system.

Regarding the alternative, both the fixed proportional list, often referred to as the closed list, and the partial open list are discussed.
