Armenian Justice Ministry Proposes Creation of New Ministry of Internal Affairs

The Ministry of Justice of Armenia has submitted for public discussion a package of draft laws related to the Law on Making Amendments to the Law on Government Structure and Activities that envisages the formation of a Ministry of Internal Affairs (MIA).

If approved, the new MIA would encompass the Police, the MIA’s Investigation Department, the Migration and Citizenship Service, as well as the educational institution currently subordinated to the police - Police Educational Complex of the Republic of Armenia SNCO.

Under the new framework, the Prime Minister would dismiss the heads of the bodies subordinate to the MIA, except for the Police, on the advice of the Minister of Internal Affairs. The President would dismiss the Chief of Police, his deputies, as well as the Commander of the Police Troops.

Employees of the MIA’s Investigation Department would have the legislative status of police officers.

The package of bills must be approved by the government before being sent to the National Assembly for ratification.
