Artsakh Human Rights Defender Gegham Stepanyan says that Azerbaijan is again blocking cell phone and internet transmissions in the country.

Stepanyan, in a Facebook post today, says that the problem is more acute in communities along the Karabakh line of contact.

Stepanyan reports that some communities have no cell phone connection at all.

Stepanyan says he’s raised the issue with Russian peacekeepers.
