Aliyev Says Armenia Has Accepted Baku's Five-Point Peace Proposal

Azerbaijani President Ilham Aliyev, according to the Azerbaijani APA news agency, has announced that Armenia has accepted Baku's five-point peace proposal.

"It was confirmed once again during our meeting in Brussels two days ago. Our foreign ministers will start negotiations on the text of the agreement based on these five principles," the APA quotes Aliyev announcing in Italy at an intelligence conference.  (Aliyev refers to Wednesday’s meeting in Brussels of Armenian PM Nikol Pashinyan, Aliyev and European Council President Charles Michel.)

Following Wednesday's meeting, the Armenian government issued a short statement that provided no specifics. Pashinyan is quoted as saying the meeting “was extensive but difficult”.

The five points proposed by Baku in March refer to the recognition of mutual territorial integrity, refusal to submit any territorial demands of the other, refusal to use force and threats, demarcation and opening of communications.

Edmon Marukyan, Armenia’s Ambassador for Special Assignments, in a May 13 interview on Armenian Public TV, criticized Baku  for publishing the five points in advance, describing them as part of a working document.

Marukyan also announced Armenia’s response to Baku. It consisted of the following six points:

1 - In the first point, it is mentioned that on March 11, we received Azerbaijan's proposal regarding the contract, to which we are responding.

2 – The Republic of Armenia has never had and has no territorial claims against Azerbaijan.

3 - For the Armenian side, the issues of guaranteeing the safety of the Armenians of Nagorno-Karabakh, respecting their rights and freedoms, as well as determining the final status of Nagorno-Karabakh are fundamental.

4 - The Armenian side considers important the statement of the President of the Republic of Azerbaijan, the Prime Minister of the Republic of Armenia, the President of the Russian Federation on November 9, and the fulfillment of the obligations stipulated in the statements of January 11 and November 26 (return of prisoners of war, unblocking of roads).

5 –The Armenian side is ready to start negotiations to sign a treaty for the regulation of peace relations for the establishment of interstate relations between Azerbaijan and Armenia on the basis of the UN Charter, the International Civil and Political Covenant and the Helsinki Final Act.

6 - The Armenian side appealed to the co-chairs of the OSCE Minsk Group for the organization of relevant negotiations.

Following Marukyan’s TV interview, Hetq wrote the Armenian Ministry of Foreign Affairs, requesting a copy of the six-point document allegedly sent to Baku. The ministry balked, arguing that Marukyan had already announced Armenia’s counterproposal in the interview and that this was sufficient.

The first official meeting of the foreign ministers of Armenia and Azerbaijan was held on July 16 of this year in Tbilisi. According to the press release issued by the Armenia foreign ministry, Ararat Mirzoyan and Jeihun Bayramov discussed a wide range of issues related to the regulation of relations between Armenia and Azerbaijan. The parties discussed the process of fulfilling the previously undertaken obligations in this regard and exchanged ideas on possible further steps.
