Azerbaijani Foreign Minister Says Armenia Rejected Baku's Proposal to Install Border Checkpoints

Azerbaijani Foreign Minister Jeyhun Bayramov today announced that Armenia has rejected Baku's proposal to install checkpoints on the Armenian-Azerbaijani border, this according to the APA news agency.

The Azerbaijani news agency reports that Bayramov said "Armenia also avoids negotiations with Azerbaijan", adding that Baku "is ready to integrate the Armenian population living in Karabakh into the Azerbaijani society".

Bayramov said Azerbaijan is talking about the "peace agenda and has turned over the black pages of history for the benefit of a bright future".

After the recent meeting in Munich with the Armenian PM Pashinyan and U.S. Secretary of State Blinken, Azerbaijani President Ilham Aliyev announced to the Azerbaijani media that Azerbaijan has proposed to create checkpoints on the border with Armenia.

"I mentioned that it would be good for Armenia and Azerbaijan to create checkpoints on the Armenian-Azerbaijani border through a bilateral procedure. We officially presented that proposal today. "Earlier, that proposal was sent through unofficial channels," said Aliyev.

Moreover, he emphasized that Armenia had not expressed any position on this issue.

"Probably, they need some time for discussion. But our first impression is that both Europe and America consider our proposal logical. And it is, of course, an important factor for the regulation of relations between the two countries, because if we are talking about border demarcation, then it is impossible without checkpoints. If we are talking about the opening of communications, then, of course, checkpoints should be established at both ends of the Zangezur Corridor and at the border between Lachin region and Armenia," Aliyev said, adding that Azerbaijan will wait for the Armenian to the party's answer.

As to to the comments of Pashinyan about the interim decision of the Hague International Court regarding the opening of the Lachin Corridor, Bayramov said   "Armenia is trying to present its dreams as reality". Bayramov said, "the claims that the court satisfied Yerevan's demands are groundless."

"It is unfortunate that the Prime Minister, who cannot accept the rejection of two main demands of Armenia by the court, that the action of the Azerbaijani eco-activists group on the Khankend (Stepanakert's Azerbaijani name; ed.) - Lachin (Berdzor; ed.) road was allegedly organized by the Azerbaijani government and "Azerbaijan is obstructing the supply of natural gas and other utility services, distorting the reasoning of the court regarding the issue," Bayramov said.

On February 22, the International Court of Justice published its decision on Armenia's request to apply a temporary measure regarding the unblocking of the Lachin Corridor. The international court obliged Azerbaijan to ensure the uninterrupted movement of transport and people through the Lachin Corridor in both directions. Armenia's demand to restore gas and energy supply to Artsakh was not satisfied, because, according to the court, Armenia did not provide sufficient evidence that Azerbaijan disrupted them.

Azerbaijan, for its part, requested that the court obligate Armenia to "stop mine laying and the transportation of mines through the Lachin Corridor". The court rejected Azerbaijan's request to apply temporary measures against Armenia.
