European Court Rejects Armenia's Request for New Interim Measure Re: Vagif Khachatryan

The European Court of Human Rights (ECHR) has rejected Armenia's request to apply a new temporary interim measure against Azerbaijan regarding Vagif Khachatryan, the sixty-eight year-old Artsakh resident detained by Azerbaijani customs officials on July 29 along the Lachin Corridor.

The office of Armenia’s representative on International Legal Affairs reports the ECHR, in its decision, required Azerbaijan to provide information about Khachatryan’s wellbeing and the ongoing criminal proceeding against him.

The ECHR, according to the office, said its September 2020 temporary interim measure obligates Bakuto fulfill its convention obligations.

Khachatryan was part of a larger group of individuals travelling to Armenia for medical treatment under the auspices of the International Red Cross (IRC).

The Azerbaijani Press Agency (APA), citing Azerbaijan’s General Prosecutor’s Office, claimed Khachatryan was a member of an illegal armed group that committed ethnic cleansing in Karabakh’s Khojaly region in December 1991.

The Artsakh government has denied the charge.
