TRIPP+ Fund is Officially Registered as Trans-Caspian Enterprise Fund

The TRIPP+ Enterprise Fund was established earlier this year, on January 26, two weeks after a meeting between Armenian Foreign Minister Ararat Mirzoyan and U.S. Secretary of State Marco Rubio in Washington (Jan. 13, 2026). At the end of that meeting, the diplomats published a document revealing that the parties would establish the TRIPP Development Company to ensure the development and implementation of the infrastructure of the TRIPP route passing through southern Armenia.

Armenia will be a 26% shareholder in the company and 74% will be owned by the United States, more specifically, TRIPP Development Company US, to be established in the U.S. state of Delaware and will be a subsidiary of the state agency of that country, the US International Development Finance Corporation (DFC).

As we’ve already pointed out, the TRIPP Development Company and the TRIPP+ Enterprise Fund are different entities.

On January 26, the TRIPP+ Enterprise Fund was established in the same state of Delaware, with Konstantin Sokolov, a businessman who supports the Republican administration of President Trump, appointed as its head. Sokolov is officially considered a 20% shareholder of Armenia's largest mobile operator, Viva Armenia CJSC.

It is noteworthy that on the official search website for companies registered in Delaware, the name of the fund is listed as Trans-Caspian Enterprise Fund.

In July, Hetq wrote about the planned activities of this fund, citing The Guardian. The British media outlet, in turn, citing a spokesperson for the U.S. State Department, wrote that the fund is authorized to make investments of $201 million in the South Caucasus and Central Asia; that is, in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The goal of the investments will be to promote the strategic development of the private sector in these countries. By investments one should understand the provision of loans, equity investments and grants.

Hetq also noted that the enterprise fund is a U.S. government financial mechanism with roots dating back to 1989, through which the United States has invested for years in Eastern European countries, particularly those formerly part of the socialist bloc.

Each enterprise fund operates as an independent, autonomous organization governed by a board of directors, and the U.S. government is responsible for overseeing its operations.

07.08.2026. The article has been amended. We initially stated that the U.S. authorities have doubled the amount of funds for the TRIPP+ Enterprise Fund from $201 million to $402 million. We learned about this from the American website highergov.com, which tracks, in particular, grants provided by the state. According to it, the Bureau of European and Eurasian Affairs of the U.S. State Department allocated a grant of $201 million to the TRIPP+ Fund on January 30. The amount must be spent in almost 11 years, by December 31, 2036.

According to the same source, a change was made on July 16, and the U.S. government undertook to allocate a grant of $402 million to the TRIPP+ Enterprise Fund (see below). The spending period remained the same - until the end of 2036.

The same source says this amount will mainly be spent in Armenia.

The official website usaspending.gov, which provides data on U.S. government spending, also reports data on $402 million (see screenshots below).

However, there was, in fact, a technical error here, since the amount of the grant provided to the fund headed by Sokolov did not actually change. The point is that on July 16, the U.S. government decided to change the source of the grant allocation, but there was no increase or doubling of the amount.

Senior Advisor to the U.S. Special Envoy Aryeh Lightstone also told CivilNet about that the grant amount remained unchanged, adding that $201 million is the “floor”, but not the “ceiling”.
